When you use the Internet Explorer you don't need Tor!
It's the same to use it without Tor.
Spend the 30 USD for a good thing.
Rent a server and setup an really free Tor server.

Asking for the reason gives the answer that a minimum of "at least 250 kilobytes/s each way" is required.
