I don't know what causes that, but you can set your ip address manually in torrc, which I assume will avoid the problem. I believe the command is simply "address xxx.xxx.xxx.xxx". Of course if your ip address changes frequently, this could pose a problem.

I did something like this on a Windows machine, using Privoxy and HTTrack. You need Privoxy in the middle because HTTrack only understands HTTP proxies, while Tor is a SOCKS v5 proxy. I suspect wget will have the same issue.
